Does the glass need to be laminated as well as toughened?
Yes. For safety barriers, toughened laminated glass is required — this is glass that has been both thermally toughened and bonded with a PVB interlayer so that if it breaks, the fragments are held together by the interlayer rather than falling. Standard toughened (not laminated) glass is not acceptable for balustrade and safety barrier applications.
